Corrective order issued to Lisbon daycare after owner slaps child

LISBON, N.D. (KFGO) – The owner of a child care center in Lisbon, North Dakota, is accused of slapping a child.

The North Dakota Department of Health and Human Services issued a correction order to Buzy Beez Childcare LLC at 1018 Main Street on April 2.

An investigation was conducted by Child Protective Services and law enforcement.

They reviewed camera footage that showed the owner of Buzy Beez, Misty Lulay, slap a child on the cheek. They also say the child was ‘roughly picked up’ by Lulay.

The correction order says Lulay must complete a class called Guiding Behavior: 10 Steps to Positive Discipline.

If the class isn’t completed by April 16, the child care center will be fined $25 per day.

Within three business days of the correction order, the facility must notify the parents or guardians of every child receiving care at the facility that a correction order has been issued.

The correction order also must be posted at Buzy Beez until the violation has been corrected.

The Department of Health and Human Services website lists a previous correction order following an unannounced inspection in April of 2025.
