High-Risk Sex Offender Registers at 525 1st Avenue E.

WEST FARGO — The West Fargo Police Department is notifying residents that a registered sex offender, Rico Jay Harland, is registered at 525 First Avenue E.

Harland is a 34-year-old male with brown eyes and brown hair. Harland is approximately 5’4” and 138 pounds. In 2009,

Harland was convicted of Gross Sexual Imposition in Towner County Juvenile Court in North Dakota. The victim was a 13-year-old female.

In 2013, Harland was convicted of Gross Sexual Imposition in Towner County District Court in North Dakota. The victim was a 14-year-old female.

Harland is a high-risk lifetime registrant.
