OTTER TAIL CO., Minn. (KVRR/KFGO) — A Grand Forks woman has been charged with driving while high on drugs with her young son in the car. The State Patrol stopped 30-year-old Megan Thorsen for driving erratically on I-94 near Fergus Falls on Saturday afternoon.
