It echoes a failed attempt by South Dakota lawmakers earlier this year.

State Rep. Glenn Gruenhagen says his bill is motivated by ensuring privacy and safety of residents worried about members of the opposite sex.

But it faces stiff resistance from Democratic Gov. Mark Dayton, who has promised a veto.
