Giant Panda owner charged with harboring illegal aliens

FARGO, N.D. (KVRR) — The owner of Giant Panda Chinese Restaurant in Fargo is charged in federal court with harboring illegal aliens.

A sign in the restaurant’s window says it is closed due to a staff shortage.

Court documents show 65-year-old Ming Sun Cheung of West Fargo has reached a plea agreement to plead guilty.

She is accused of providing wages and housing five illegal aliens on or before April 23, 2025.

Only two are listed in the plea agreement deal and are from Mexico and Guatemala.

Cheung is accused of helping them avoid detection by authorities.

The plea agreement comes with a recommended sentence of two years probation and $15,000 fine.

The agreement was signed on June 18 and no sentencing date has yet been scheduled.
