Sex Offenders Move Into Moorhead

Moorhead police are letting the community know about two high risk sex offenders who have moved into town.
One of the offenders was convicted of sexually assaulting a 13-year-old girl and the other forced a victim into having sex.
Several people in Moorhead are worried about the two sex offenders moving into the city.
One will be living near Concordia and MSUM, the other will be living near Ellen Hopkins Elementary.
Beth Pennings is worried about two high risk sex offenders living nearby.
She showed up to the meeting to learn more about the offenders.
“Concerned, I think like most people that live in a neighborhood where someone’s moving in that has that history,” said Pennings of Moorhead.
Police say people should be vigilant around the community.
“The bottom line is think about your children, where they’re at, what they’re doing, think safety the whole time,” said Moorhead Police Department Lt. Brad Penas.
Allen Jamgochian now lives near MSUM and Concordia.
He’s convicted of forcing a 14–year–old to have sex.
Phoebus Apollo lives near Ellen Hopkins Elementary and is convicted of forcing a 13–year–old to have sex.
He also forced her into prostitution.
Sawyer Salter lives near MSUM and is a little wary of the new neighbor.
“It’s scary, ’cause like you’re young and it’s a college town, so like they go for like younger girls and we’re all younger girls,” said Salter of Moorhead.
Melissa Meyer also lives near one of the sex offenders.
“Would you say you’re worried at all?” I asked her.
“I guess a little bit, but I feel like it’s generally a pretty safe neighborhood so not too worried about it,” said Meyer of Moorhead.
While police ask people to be cautious, they don’t want people to panic.
“Most level three offenders do not re–offend, that’s what we’re here to cover tonight,” said Lt. Penas.
The two sex offenders are classified as level three offenders, which means that they are at the highest risk to re–offend.
There are more than 300 level three sex offenders living in the state of Minnesota.
