New Details in Felony Animal Cruelty Case in Ramsey County

DEVILS LAKE, N.D. (KVRR/KFGO/KZZY) – Court documents provide more disturbing details on three felony animal cruelty charges filed against 31-year-old Brandon Rogness of Devils Lake.

The investigation started on March 29 when a deputy responded to a report of a dog locked in a camper in rural Crary.

The deputy rescued one dog with ribs and a spine showing through the animal’s fur but also found the skeletal remains of five dogs, four of which had been locked in kennels.

The documents say Rogness admitted to the deputy that he knew at least one dog was dead and suspected that authorities would find additional dead dogs.

Each of the charges carries up to five years in prison.

His next court appearance is set for Monday.
