Former Diversion Authority Executive Director announces candidacy for Clay County Commission
The former head of the Metro Flood Diversion Authority has announced his candidacy for Clay County Commission

MOORHEAD (KFGO) – The former head of the Metro Flood Diversion Authority has announced his candidacy for Clay County Commission.
Joel Paulsen says, “As a former City Council member and leader of the historic $3.2 billion flood diversion project, I have always put the interests of our community first.”
Paulsen said he will strive for transparency in government and prioritize community services that enhance the quality of life for all residents.
Paulsen resigned from the Diversion Authority in April over what he said was a contract dispute, something he said underscores his integrity and commitment to leadership.
The resignation came after a letter from Moorhead Mayor and Diversion Authority chair Shelly Carlson to Paulsen said questions arose about his communications with Red River Alliance and ASN Contractors, referred to as the developer of the diversion project.
Paulsen is running against current County Commissioner David Ebinger who has been on the commission since 2020 and is a member of the Diversion Authority board.
