Man arrested after allegedly attempting to drown family members

Otter Tail County, Minn. (KVRR) — A man is in custody after allegedly attempting to drown his family members on Otter Tail Lake on Saturday.

Just before 4 P.M. the Otter Tail County Sheriff’s Office was called to the Northwest side. On their arrival, they learned that the 42-year-old man, Franklin Dickinson, had become angry and allegedly grabbed his sister by the throat and began chocking her underneath the water, where she eventually lost consciousness.

Dickinson’s mother attempted to intervene and Dickinson allegedly began pulling her hair down towards the water.

Before deputies arrived, a neighbor heard the commotion, and was able to intervene enough where both victims were able to be freed and were treated by EMS.

When deputies arrived, they were able to talk Dickinson out of the water, and arrest him without incident.

The sister, who is 25-years-old, sustained neck, chest, and collarbone injuries, and was taken to Lake Region Hospital. Her injuries were considered non-life threatenting.

The mother did not have any serious injuries.

Dickinson has been charged with Felony level domestic assault by strangulation, second degree assault with a deadly weapon, along with additional charges of domestic assault.
