Moorhead attorney hired to determine if lawsuit will be filed in arrest of woman in Fargo fraud investigation

FARGO (KVRR-KFGO) – A local attorney says he and a Twin Cities criminal defense lawyer are representing a Tennessee woman as she considers the filing of a lawsuit against the City of Fargo.
Dane DeKrey with Ringstrom DeKrey in Moorhead says he and St. Paul attorney Eric Rice have been hired to look into a potential lawsuit from Angela Lipps. DeKrey says they’re working with an American Civil Liberties Union attorney to investigate the matter carefully and will decide later whether to take legal action.
Lipps was arrested in Tennessee last July by U.S. Marshal’s who served a warrant on behalf of police as part of a bank fraud investigation in Fargo. She spent months in a Tennessee jail and was later transferred to the Cass County Jail in October. Lipps was released last Christmas Eve.
Police Chief Dave Zibolski maintains that the department followed proper procedures during the investigation. He says the charges, which were later dismissed, were approved by the State’s Attorneys office and a district judge issued the warrant after reviewing the results of the investigation.
Lipps was identified as a suspect using artificial intelligence.
