State appealing judge’s decision to overturn 1996 murder conviction

DEVILS LAKE, N.D. (KFGO-KZZY) — During a court hearing in Devils lake Monday afternoon, Ramsey County State’s Attorney Daniel Howell informed the judge that the state would be appealing an order granting Werner Kunkel a new trial.
