(KVRR) — The lieutenant for a Mexican Drug Cartel pleads guilty in Fargo to leading a major drug trafficking enterprise. 45-year-old Juan Sillas-Rocha of Tijuana also pleaded guilty to conspiracy to commit murder in furtherance of the enterprise.
