Woman arrested and charged with murder after a shooting Saturday in Minot, ND

MINOT, N.D. (KVRR)– Police say 43-year-old Racheal Foster of Minot has been arrested for a Saturday afternoon shooting incident in southeast Minot.
Officers were sent to a home in the 10 block of 39th Avenue SE on a report of gunshots.
They found 38-year-old Lance Phillips of Minot had been shot and was injured.
He was taken to a hospital where he was later pronounced dead.
Foster was taken into custody at the scene and was initially held on possession of drug paraphernalia charges.
But following the investigation, which included interviews and evidence collection, Foster was charged today with murder, a Class AA Felony.
She is in Ward County Jail.
The incident remains under investigation.
