High risk sex offender registers residence in Fargo

FARGO — The Fargo Police Department is notifying the public that a registered sex offender has registered his address with the city.

Calvin Andrew Payne, 34, registered his address as 123 15th Street N. in Fargo.

Payne was assessed as a high risk offender by the North Dakota Sex Offender Risk Assessment Committee. He is a lifetime registrant.

In 2015, Payne was convicted of luring a minor by computer in Burleigh County District Court. The victim was a 14-year-old girl.
