Update: Pelican Rapids shooting suspect captured
Phouttasa PrathaneFARGO (KVRR) – A man wanted in connection with a Sunday afternoon shooting in Pelican Rapids has been captured. The Minnesota Bureau of Criminal Apprehension says Phouttasa Prathane was located in Redwood County early Tuesday morning.
