Moorhead Man Charged with Child Neglect of 8-Year-Old

A Moorhead man is in custody after police found an 8-year-old girl living in filth.

22-year-old Manuel Carrillo is charged with child neglect and felony drug charges.

He was arrested at this abandoned house on 12th street in north Moorhead after being tipped off by the girl’s mother, an inmate at the Cass County Jail.

The house had no running water or electricity and the people living there were defecating in plastic bags.

The girl told police she only had dry cereal to eat.  She is in the custody of family members.
